			<content:encoded><![CDATA[<p>Current plans to introduce a “Bed Tax” have been roundly criticized by the hotel and tourism industry.  The plan is being proposed as part of a national Government tax review of local government funding and would see a 10% tax surcharge being levied per night on top of the already existing 17.5% VAT.</p>
<p>The plan follows on from a report last year for the Association of London Government, which represents 32 boroughs, which described the tax as, &#8220;an ideal minor tax in that it relates to a group that imposes clear costs on authorities but which presently contributes nothing directly towards those costs&#8221;.</p>
<p>The current proposals, as they stand, could raise the cost of a short UK break by up to £100 for the average family.  While the UK is already, throughout Europe, second only to Denmark in the severity of its taxation levels for tourism, the newly proposed tax would put Britain firmly above the Danes making it the highest taxed holiday destination in the EU, nearly three times the European average.</p>
<p>The idea which is presently under consideration by Sir Michael Lyons, who is tasked to review the plans for future local government financing, however the Liberal Democrats warned that implementing such a move could be &#8220;disastrous&#8221; for the entire £12bn UK tourism sector.</p>
<p>Liberal Democrat culture spokesman Don Foster told the BBC, &#8220;When you think that VAT on tourist-related activities in this country is 17.5 per cent, whereas in the rest of Europe it is 8.5 per cent and in countries like France 5.5 per cent, these tourists use services, but they are certainly already paying for them.&#8221;</p>
<p>Industry news publisher Caterer and Hotelkeeper has been joined by the UK hotel big hitter, Travelodge, along with the British Hospitality Association (BHA) and the Tourism Alliance (an umbrella group of 45 trade associations), to formally lobby against the plans.  Another hotel industry heavyweight,  hilton.co.uk/SiteHomePage Hilton, spokeswoman said the company strongly supported the BHA&#8217;s efforts.</p>
<p>While Travelodge has set up its own online petition, the deputy chief executive of the BHA, Martin Couchman, said the organisation encouraged its members to lobby independently, a message which online  superbreak.com/info/saynotobedtax.htm UK hotel directory Superbreak has taken to heart, with its own petition, in an ongoing campaign to bring prices down.</p>
<p>A recent Travelodge survey of 2,000 UK consumers, revealed that 85% already believe UK hotels are too expensive, a perception that will only be exacerbated by a 10% price hike.  Current predictions by the tourist industry indicate the impact of the tax could lead to the possible loss of up to £1.3bn and 32,000 jobs if the tax were to be introduced.</p>
<p>Don Foster commented, &#8220;We have got a problem and anything like a bed tax that would put people off from coming to this country would be a real disaster.&#8221;</p>

Yet, flying doesn’t have to be a miserable experience – even if you are traveling with children. Here are some travel tips to help your whole family enjoy your time in the air.</p>
<p>As “airline food” isn’t exactly a mouthwatering phrase, it is a good idea to pack some food in your carry-on bag. While it may be difficult to pack an entire meal, there are plenty of healthy snacks that can fight your hunger. Start with healthy items like dried fruit and granola. If you are looking for a little more protein, add some jerky to your bag. If you have plenty of healthy options in your bag, you can more easily resist the urge to munch on the less-healthy fare aboard the flight.</p>
<p>Keep in mind that the air inside of airplane cabins is always very dry. As a result, you might experience a thirst that can’t be quenched by the irregular, less than generous drink service. An extra bottle of water or juice in your carry-on bag can go a long ways towards eliminating this discomfort.</p>
<p>If you are one of the many who experience motion sickness, consider taking a pill before boarding the plane. For international flights to the Caribbean or elsewhere, a motion sickness medication may also help you to sleep through much of the flight, allowing you to awake rested and relaxed at your destination.</p>
<p>You have to try your best to relax. Everyone has a different outlet for relaxation, so here is a list of activities to keep your stress at a minimum – whatever your interests may be:</p>
<p>• If you have a laptop computer, you can easily listen to music, watch DVDs or even get some work done. Just make sure you charge your batteries before flying.<br />
• While MP3 players are nice, you don’t need the newest gadget to zone out airplane noise. You can plug noise-canceling headphones into any type of portable music player. <br />
• Books and magazines are great ways to pass the time. If you find the noise irritating, you could even put on noise-canceling headphones without music and eliminate most distractions.<br />
• Simple games like crosswords and sudokus can alleviate stress and exercise your mind.</p>
<p>One of the best tips for air travel with children is to secure seats in the front row of the cabin. In the front row of seats, your family will be granted some extra space and privacy – luxuries that are especially helpful when flying with infants or toddlers. If you have toddlers, you should also find it easier to let your children play, stretch or wander a little at the front of the aircraft.</p>
<p>When flying with children internationally, most travel professionals recommend non-stop flights. Non-stop flights can be helpful as they allow your children to sleep uninterrupted and prevent potentially stressful hours of flight changes. Additionally, your kids will certainly be happy to arrive at your vacation destination as soon as possible. However, there are some benefits to taking breaks between flights. For instance, if you are flying to the Caribbean from the northern U.S., your children might become impatient on such a long flight. With a brief layover in a southern city, you can relieve some of your family’s stress from being cooped up for a whole day. A break between flights will also allow you to pick up snacks and drinks, while your children can stretch and walk around freely for a little while.</p>
<p>You should also make sure that you pack all the things your children might need in a carry-on bag. This includes everything from food and medications to extra clothing and a blanket. Older children will probably be entertained by many of the items on the adult list above, but also consider packing items like stuffed animals and art materials. You should try to avoid toys with small parts – such as board games, building blocks and model kits – and your child’s noisier playthings. If all else fails, just remind your family that you are all en route to a wonderful Caribbean vacation.</p>

Snakes generally do not want anything do with larger animals and for the most part will simply go away if you do not harass them or challenge them. Providing there is a direct escape route for cover. Why should you avoid snakes if you know nothing about them and do not know what type of snake you are dealing with? Well simple really; did you know that snake bites kill some 125,000 people per year.</p>
<p>This of course is about ten times less than the number of human deaths from Mosquitoes, nevertheless it makes sense to pay attention. Sometimes most people never even met the Mosquito which ended up killing them, but with a snake bite, the victim always knows; Who Done It.</p>
<p>What many people do not realize is that some venomous snake species are much more potent when they are young. For instance a small Rattle Snake which are common to North America are much more poisonous than the larger adult Rattlers. So, if you are hiking and see a snake out sunbathing or on your trail, avoid it and be glad you did. You might make both of your days that way. Consider all this in 2006.</p>

<p>Henry vented his rage on the Welsh people with fines and restrictions and imposts that kept them poor and downtrodden for centuries. Mark you, this was only an extension of what Edward I had started at Rhuddlan Castle.</p>
<p>English history books rarely refer to this and, indeed, there is a spectacularly mendacious plaque at Rhuddlan which tells how Edward II brought the Welsh peace and prosperity. Pig&#8217;s bum, he did.</p>
<p>My father used to speak of Edward II with considerable bitterness and it took me quite a while to realise that the subjugation of the Welsh had not happened in my father&#8217;s time but in the twelfth century. My father was always pleased that Rhuddlan castle was slighted in 1648. (A lovely word, slighted. It means to bash great holes in castle walls so that they can never be again used for their original purpose. A speciality of Oliver Cromwell.)</p>
<p>Once he had beaten the Welsh Henry IV and his successors kept them caged and supervised from a series of castles many of which had been started by Edward.</p>
<p>One of the key points for the control of the barbaric Welsh tribes was the walled city of Chester which is right on the Welsh border, was called Deva by the Romans and is now one of the most attractive cities in England. Perhaps the most attractive. I am at one with James Boswell who wrote, &#8216;Chester pleases my fancy more than any town I ever saw.&#8217;</p>
<p>Until the sixteenth century the good burghers of Chester were encouraged to murder any person of Welsh descent who was found inside the city walls after sunset and were rewarded for the efforts by the sheriff.</p>
<p>The last law allowing the Welsh to be penalised with a smart thumping for being Welsh and being in Chester at night was not repealed until 1958. Note most carefully that date. 1958. Less than 50 years ago. Recent history.</p>
<p>Thus, although I love Chester as a place of serene beauty, I tend to keep my eyes peeled when wandering around after sunset. Perhaps not everyone who lives in Chester has been kept fully informed as to the changes in the law.</p>
<p>The best way to get Chester into perspective is to walk right around the city walls. There is still a lot standing and restoration work continues apace. These walls are Roman with medieval admixtures. Indeed, parts of them might even be older than the Roman occupation.</p>
<p>The Romans enjoyed Chester although it was viewed as a frontier post to protect England against attacks by the ferocious Welsh tribes. For a time it was the headquarters of the Valeria Victrix legion whose proud boast was that it was never beaten in combat. Near Eastgate is the largest Roman amphitheatre in Britain which could hold as many as 8,000 spectators.</p>
<p>The walls cover a distance of just under four kilometres and give you marvellous views of the city and of the surrounding countryside and the threatening hills inhabited by the Welsh barbarians over there on the near horizon.</p>
<p>You also see the meandering river Dee which made Chester an important seaport during sailing ship days and exported cheese, candles and salt. When steam came the ships went to Liverpool.</p>
<p>A Roman engineer laid out the streets of Chester sometime around 79 AD. Chester was important then, has been important ever since. For the land surrounding Chester was rich farming land and the wealth from the land and from the seaport was used in the building of the city.</p>
<p>The most obvious aspect of this wealth are the rows. Great galleried galleons of buildings in magnificent black and white. Some ancient dating back to the 13th century; some Victorian conceits that meld in perfectly.</p>
<p>The cathedral is a wonder of 14th century sandstone. The bells call the people to worship with a peal of Bob Major where the lead bell is driven by a carillon, a system unique, I believe, in the world. William Makepeace Thackeray and his wife are buried there.</p>
<p>From the sacred to the bravely profane. Chester Castle dates from the 13th Century - an original Welsh restraining order - but was extensively modernised by the Victorians so that now only the Agricola Tower is original.</p>
<p>Try if you go to Chester to avoid Saturday when the whole of Cheshire dressed in its best comes to parade the town. A complete people jam. Made worse by the fact that Chester attracts the very best buskers in Britain.</p>
<p>Last time I was there I heard a Peruvian Band playing the Andean flutes and a group of dashing young men in white ties and tails playing 42nd Street con brio. Magic stuff but the crowds make it difficult to even walk from the Eastgate to King Charles&#8217; Tower.</p>
<p>Weekdays is the time if you want to walk with a guide. They depart at 10.45 am from the Tourist Information Centre in the Town Hall. Or you can patrol the walls with a Roman legionnaire. My legionnaire had flaming Welsh red hair and an accent which owed more to Wrexham than Rome but let us not be picky.</p>
<p>If, like me, you prefer more solitary pleasures early Sunday is the time. The earlier the better. Then you can wander round and see the wonderful architecture without bouncing off people.</p>
<p>If you lose your way and stop to ask for directions explain carefully that you are Australian. It could be a disaster they thought you were Welsh. Old habits die hard.</p>

Follow these simple steps to plan the perfect St. Thomas wedding.</p>
<p>Your first step in planning a destination wedding in St. Thomas should be contacting a wedding planner, resort or concierge on the island. Once you find a reliable wedding planner, make them aware of your budget and specific requests. Your budget should be determined by the number of guests you hope to have in attendance. As the planner scouts vendors and locations, ask as many questions as possible to ensure you get exactly what you are looking for. Later in the process, you will want to visit St. Thomas to make sure everything is going as planned and make any final event decisions.</p>
<p>After determining the date and location of your destination wedding, you will want to notify your guests. <p>In the U.S. and Canada, if you are too polite or submissive, your request may be ignored. If you are too assertive or angry, you will also probably not succeed.</p>
<p>So, to lodge a successful complaint, you should:</p>
<p>1)	Describe your problem calmly and with dignity.</p>
<p>2)	Use a modulated tone of voice. You will always have more success in North America if you control your temper.</p>
<p>3)	Throughout the negotiation, remember that you want to resolve a problem, not win a skirmish.</p>
<p>Always take your complaint to the front desk clerk first. Note, too, that hotel clerks are not considered servants in North America, so be sure not to talk down to them.</p>
<p>How to phrase a complaint</p>
<p>Suppose you check into your room and discover that it’s not clean. Here’s an ineffective way to communicate this problem to the hotel clerk:</p>
<p>[yelling] &#8220;You gave me a filthy room! I want another room immediately, or I will report you to the manager!&#8221;</p>
<p>Now here is an effective way to lodge this complaint:</p>
<p>[spoken in a controlled tone of voice] &#8220;Excuse me, but my room was not cleaned after the last guest. May I have another room?”</p>
<p>Escalating a complaint</p>
<p>If your initial request brings no result, say, &#8220;May I speak to the manager, please?&#8221; and start over in the same calm way. Continue to be polite and reserved.</p>
<p>If the problem is still not resolved, you could say to the manager, “I am very sorry, but without a clean room I will have to ask my credit card company to stop payment. For the record, your name is Mary Cafaro, the manager? I will also need to report what has happened to American Express and to your head office. I do not want to do that.&#8221;</p>
<p>When you say, &#8220;I do not want to do that,&#8221; you leave an opening for the hotel to move toward resolution.</p>
<p>Being treated fairly</p>
<p>Don’t give up too easily.</p>
<p>Suppose a hotel tells you it cannot honor your reservation because it has overbooked. This is not a situation you should have to endure. So, stay in front of the check-in queue until you are offered a fair solution.</p>
<p>Expect a good hotel to find you an alternative room at a similar hotel, immediately refund your full deposit, pay for a taxi to the new hotel, and pay for a call to your friends or relatives to let them know your new location.</p>
<p>A few hotels might claim they do not have a reservation in your name. If you have brought along a written confirmation of your booking, you are in a far better bargaining position.</p>
<p>The 3 best strategies for avoiding problems at hotels</p>
<p>1)	Check into a hotel as early as you can. Remember that most hotels overbook to protect themselves.</p>

If you’re prepared, though, then it won’t be so easy for little hiccups to ruin your holiday, so have a little read through this survival guide before you set off.</p>
<p>A very important point is to take something with you that you can do if your flight is delayed, or you have to wait around for a long time for some other reason – whether it’s a book, a newspaper, a Game Boy, or a whole load of Sudoku puzzles, just make sure that you’re not caught with nothing to do and nowhere to go, as there are few things worse. If you have kids, make sure to bring a selection of things to entertain them with, as if you only bring one they are likely to get bored of it very quickly.</p>
<p>Another piece of advice is to travel light – dragging around heavy suitcases will just annoy you at the start of your holiday. If you booked this last minute, the chances are that you’re an impulsive person, and that you’re only going for a short period of time. Don’t feel the need to take every outfit you own – instead, make it a challenge to see how little you actually need.</p>
<p>Once you get to the hotel, make sure to check in quickly before you do anything else – it can be tempting to go for a wander around first, but it might cause problems for you later on if you get there too late. You should also make sure that you have all the letters and emails you were sent and any other relevant documentation, to avoid the situation where a booking number is needed and there’s some lengthy process full of broken English before you can reclaim it.</p>
